The State Bar of Texas enforces ethical conduct among lawyers in the state. A person can file a complaint against a lawyer by completing a grievance form and submitting it, along with supporting documents, to the Office of Chief Disciplinary Counsel.

Most often, a committee appointed by either the State Bar of Texas or the Supreme Court originates drafts of new rules or revisions to existing rules. In the most recent rule revision attempt in 2012, a State Bar committee and a Supreme Court-appointed committee each developed proposals for a comprehensive overhaul of the existing rules over a period of several years.
