As for the OP, the difficulty level (barring peaceful ofc) does NOT affect spawning of mobs, however what DOES increase hostile mob spawns for some god forsaken reason is render distance. At 10 and above, mobs spawn much more frequently than 9 -.

However, there are effects of harder difficulty on spawned mobs, including (but not limited to): Chance of spawning with armor; Chance of spawning with enchanted weapons; Zombies and skeletons are more likely to pick up loot; Slimes are more likely to be larger
Technically, placing torches will decrease your overall mob spawns; the game does pick a single random point within the eligible chunks to spawn a monster, and if that point is not suitable, the monster doesn't spawn.
Sep 18, 2019 · These are only accurate based on the spawn weights we know for vanilla mobs, and of course the more mobs you add the lower their chance of spawning is. A new monster with 20 spawn weight has a 4.5% chance to spawn whenever the game needs to spawn a monster.
