He's a bit like Tsunade in a sense, being introduced as having bad habits and evading ninja responsibilities/work to roam the country. Both Tsunade and Jiraiya change with their interaction with Naruto, though while Tsunade drops her addiction and took a leadership role, Jiraiya does not do either even after spending 2 years with Naruto.
