   You have to disable hotbar numbers to prevent it. Character Configuration > Hotbar Settings > Untick Display hotbar numbers. While you're at I'd say untick Enable hotbar cycling button too.

   When it's locked you can't move skills when it's unlocked you can move skills around. The lock icon they mention is only next to Hotbar 1. So if you do not use hotbar1 and have it hidden in your HUD, you will have to unhide it, then you will see the lock that you can click to unlock all the bars.

   Fast traveling or picking up items seem to unlock the hotbar, making the function itself rather pointless. Hopefully Larian fixes this issue because it's really annoying to randomly toss a spell or skill when you attempt to click on it.
