I was always under the assumption that ODST was before Halo 3, as it takes place during the events of Halo 2. But I have seen so many people on the internet swear that Halo 3 chronologically comes first.

Basically, if you want a more traditional Halo game that follows Chief's story, go for 3, but if you want overall story progression and don't mind the difference in play style, go for ODST. Play 3 first. ODST, while chronologically the right choice, will only interrupt the pace from halo 2.
