It's called the Lenny Face. Commonly used for two things: either for spam, or for (like Kijafa said) sexual connotation. When you picture it in your head it might look like a double-wink or the face a cat makes after shitting on a keyboard. On Reddit, it was used to spam r/Israel and gained an alias known as "le Palestine Face"
