The Zero and Silver came before the bald look (e.g. BWBW video and Rolling Stones cover). It was already his look before the hair change.
Most of the photos were from that late '95 MCIS period where Billy had dyed black hair, and James had the blonde stripes in his hair. Basically identical to how they looked on the Simpsons. I was able to find a few live videos, and one of them was of BWBW on French TV, and Billy was bald.
People were shocked, the only indication I have of this is when Howard Stern was talking about it. I don’t remember if he was talking to Courtney Love about Billy or if it was to Billy though.
