yes it does! special edition has all the DLC’s and also gives you the ability to use some of bethesda’s featured mods for skyrim! It includes all dlcs and all patches and updates from the seventh gen original release, to this version releasing.
Online it says that the Skyrim Special Edition includes all three DLC (Dawnguard, Hearthfire, and Dragonborn) yet the PS store doesn’t say they’re included and instead you have to get the Anniversary Edition to get the DLC

If you haven't got the DLC for original skyrim, I suggest and recommend you to just get the Special Edition since it comes with all the DLC. You'll get more bang out of your buck.
So it's a little confusing, if you have special edition you automatically get the 4 creations for free, just need to do an update. If you upgrade to Anniversary Edition it acts like a DLC that gives you all the Creation Club for free, which you download in-game.
