Judging from the webcomic, Flashy's basic techniques are faster than Atomic Slash. Of course, with the manga buffs we'll need to see how the MA arc concludes in the redraw before we really can answer more definitively, but on WC feats alone Flashy Flash seems to be superior.

I believe it is because combat speed is different from travel speed meaning while Flashy Flash can easily go far faster than Atomic samurai in say a race while they would probably match each other in a contest of fighting with Atomic Samurai probably wining that fight.
