They both are extremely close, best friends is an understatement. And there are lots of references in the archon quest that explicitly said or implied their strong relationship. I'll recite some of those references:

Mar 6, 2022 · Raiden is, without a doubt, the perfect partner for Yae Miko. This is of course a reflection of their roles in the story: Miko is Raiden's Head Priestess, the spiritual leader for the worship of the Electro Archon, but she is also Ei's confident and closest companion.
The duo are darn right canon, lore-wise and gameplay-wise, but Yae may not need raiden to preform well. If the concern is about battering her burst, then please be aware: Fischl and EMC still work really well, it's just that raiden may give you the luxury to swap in and out less frequently.
