The scout quest doesn't require you to actually trigger the extract/be in the area, just to find the doors that lead to them, hence the factory key isn't required for a quest. The wiki explains this for the quest too.

The quest aspect of this list is nice, but as someone who does resort runs, the “high value” marking is just wrong. W301 is worlds better than tape key for loot on average. E222/226 is high value for sure. W203/205 as well. I’d argue Tape key is 4th best on average for key rooms.
