Billy was born in Kensington, London. His parents were anti-impressment activists, "Levellers", and printed pamphlets to protest. They made sure Bones was "lettered" so as to understand and carry on the protest. One day, whilst was handing out pamphlets, he was forcefully conscripted into the Royal Navy, by a "press gang".
