Because it's safe to delete any temp files that aren't open and in use by an application, and since Windows won't let you delete open files, it's safe to (try to) delete them at any time. If any fail to delete because they're open, they'll either be deleted automatically when the app using them closes, or you'll get them the next time you delete manually.

Go back to the "This PC" section on the left, and then click "System Properties" on the Computer tab at the top. Click "Advanced system properties" on the left. Click the "Environment variables" button at the bottom. Edit the TEMP variable to be C:\Temp (you might want to write down the old value in case you have problems and need to put it back).
This displays the full path of the actual temp folder and you can follow the path and identify its location by copying the entire path and pasting it in Run command or in search options. Hope this helps!
