Yes, the Vanguard and MW19 engine. They could have added IW8 features to the Cold War engine (and they did with some features like DLSS and RT), but with how much they were changing and adding, it was probably for the better to create a new engine and start fresh.
To start off, Cold War had an amazing campaign. I liked the open-endedness that led you to different outcomes in the story, it was very nostalgic, and I liked the deviation from guns blazing to actual stealth and sabotage in certain missions. In essence, Cold War was the true sequel to Black Ops.
While the campaign is good it is also rather short at 5 hours. But it's just a great experience from start to finish. The production quality is of course out of this world.
Cold war feels a little arcade like, but I don't mind. The campaign is fantastic, I'm replaying it. Modern warfare 2019 has a little more realism and the campaign is a blast. MW 2019, in my opinion, has better graphics (as in realism) although cold war isn't far behind.
