From my personal experience, you should stick to the consulate you live close to even in normal times. Explain the situation to the remote university and ask them to either postpone or to consider remote education. I would consider deferring for a year - you can ask your university for this option.

Aug 16, 2024 · You will likely be asked to send in information to the US Embassy in Wassenaar so they can send it to the consulate in Amsterdam to be forwarded to Frankfurt to be scheduled an appointment there. Confusing but that is what I expect.
But it has been regularly in the news that the waiting times for US visa in the Netherlands can be quite long. See if you can make an appointment at another embassy earlier, and check whether they allow you to request a visa abroad.
