Make sure that you have an active plan with your wireless carrier. If your iPhone is locked to a carrier, it can be used only by that carrier.
If your device has an eSIM, contact your network provider. If your device has a physical SIM card, remove your iPhone SIM card or iPad SIM card from the SIM card tray and then put the SIM card back. Make sure the SIM tray closes completely and isn't loose.

Go to the App Store, download your carrier’s app, then use the app to purchase a cellular plan. You can store more than one eSIM on your iPad, but you can use only one eSIM at a time. To switch to another eSIM, go to Settings > Cellular Data, then tap the plan you want to use (below SIMs).
