Mar 13, 2015 · Chappie is attacked, has his arm cut off, and stumbles through his first few hours bewildered at how things are turning out. Particularly as “maker” Wilson has instructed him “never, ever” to do anything criminal.
On his way home with the damaged police robot, he is kidnapped by gang members Ninja, Yolandi, and Amerika. When he mentions that Tetravaal doesn't have remote controls for the police robots, they order him to reprogram the robot instead.
Chappie then finds himself abducted by Vincent, who extracts the guardkey from his CPU so he can deactivate the scouts. Chappie manages to escape from Vincent, but loses an arm in the process and makes his way back to Ninja's hideout.
Apparently the police force is 100% dependent on the Scouts, with no backup Scouts available waiting in the wings, and no contingency plan in case they all go offline. Instead, as soon as they're out of commission, it's just total chaos.
