If there is no love, why do Shoya & Shouko have to walk in hand in hand, when Sahara can also lead Shouko into the hall. Will Shoya & Shouko finally become a couple? The author wants readers to imagine for themselves.
I feel like the its far more heavily implied that they end up together in the manga and Shoko is far more adamant about her feelings. In the movie for as much as I love it, I feel they didn't do enough to really show why she suddenly developed feelings for Shoya.
Not only did Shoya mishear Shoko, Shoko also has to confess to him again, and it kinda forces Shoya to respond immediately. Thus, Shoko just bows (pretending to affirm Shoya's statement that the moon is beautiful) and leaves, instead of doubling the awkward situation.
Nov 1, 2022 · Much of Shoya’s and Shoko’s character development happens in relation to each other. The relationship between them is not resolved into a romance despite building up expectations. The characters’ feelings for each other certainly seem closer to love than ‘just’ friendship.

Said By Shoya to Shoko
This scene is as heartbreaking as it is comedic. Determined to convey her romantic feelings to Shoya, Shoko changes up her hairstyle and brings him a gift. She attempts to speak verbally to him, though Shoya struggles to understand her voice and insists that she sign to him instead. Shoko asks Shoya if her voice sounds weird, to which he responds a little too quickly, that yes, it does sound weird. Feeling an awkward shift, Shoya states that he's going to go get bread to feed the fish. As he...
