Would you consider Billy as a “tragic villain”? Yes, he was a bully and treated a lot of characters like crap, but he had a rough childhood and was eventually possessed by the Mind Flayer. It’s interesting to see how his character has many layers to it and see why he is the way he is.
One of the reasons why I like that the show put 2 villains with different family backgrounds, and living conditions. Billy was the product of an abusive father, and disorganized environment. It's easy to become a "villain" if you live a life like that.
