Locke’s theory of punishment is thus central to his view of politics and part of what he considered innovative about his political philosophy.
Political Obligation. Why should I obey the law? Apart from the obvious prudential and self-interested reasons (to avoid punishment, loss of reputation, and so forth), is there a moral obligation to do what the law requires just because the law requires it?
When any number of men have so consented to make one community or government, they are thereby presently incorporated, and make one body politic, wherein the majority have a right to act and conclude the rest.

The problem of political obligation has usually been understood conservatively. So understood, it is the problem of finding a sound justification for our intuitive conviction that most citizens (or at least those in certain familiar kinds of states) do in fact have political obligations.
