Chief Dorothy A. Todd. On February 29, 2024, City of Cleveland Mayor Justin M. Bibb administered the Oath of Office to Dorothy (Annie) Todd as Chief of the Cleveland Division of Police. Chief Todd's journey in Public Safety began as a Traffic Controller in 1998 and transitioned to the Cleveland Division of Police in September of 2000.
