   • Glover describes Telford as a 'project manager', without I think really understanding what he means by that. The majority of Telford's projects were for the Government. Glover doesn't cover whether those projects were on time and on budget. Maybe the Government didn't care ! Overall, an incomplete and somewhat hagiographic biography.
