Tyreese didn’t kill Martin because he couldn’t, he lied to Carol so she wouldn’t kill him herself, but I think Tyreese thought the Termites would just leave and never be seen again. I think him having to live with not killing Martin and that exact thing being the reason Bob lost his leg was part of the story of Tyreese.

After Gareth fails to beg for his life Rick, Abraham, Sasha and Michonne murder the Terminus survivors, with Martin being killed by Tyreese's sister Sasha while Tyreese watches horrified in the next room. The next day Tyreese and Rick buries the Terminus survivors outside the church.
