Hazard is the seat of Perry County, the 68th county to be formed in Kentucky. The city and county were named to honor Commodore Oliver Hazard Perry, a Naval hero from the War of 1812.

Elijah Combs was the founder of the little village, first officially called Perry Court House when it was named as the county seat of Perry County, the 68th county of Kentucky, established in 1821. Even in early court records the town was referred to as Hazard.
On October 8, 1834, Louisville was formally settled by Henry Lautzenheiser, and Henry Fainot. The city was named after Lautzenheiser's son, Lewis, and called Lewisville. When the post office was established in 1837, it was discovered Ohio already had a Lewisville, so the spelling was changed to Louisville.
Mr. Isaac B. Richie, of the staple and fancy grocery firm of Napier & Richie, doing a large business in Hazard in a retail way, was born in Knott County, July 14, 1874, and located in Hazard three years ago, before the railroad was built, showing his faith in Hazard as a good place to settle.
