In 1970, Bishop Graham Leonard of London thought of using All Saints as a centre to catechise lay people, which inspired Marshall to establish the Institute of Christian Studies at 84 Margaret street, where the choir school once occupied.
It was designed in 1850 by William Butterfield, an architect strongly associated with Gothic revival church building and the Oxford Movement. Completed in 1859, the red brick church was built around a small courtyard with an adjoining vicarage and a choir school.
The foundations of catholic faith and practice in Margaret Street preceded the realisation of the church of All Saints, originating with the appointment of William Dodsworth as Minister of the Margaret Chapel in 1829. From 1830 onwards Dodsworth was drawn towards the Oxford Movement.

All Saints, Margaret Street, was designed by William Butterfield, Anglican architect of nearly 100 Gothic Revival churches. The building has a very tall steeple, 230 feet high, atop a brick tower. The entrance to the church is through a courtyard entered from the street.
