   In the summer of 1850, Marshal Haraszathy began construction of a $5,000 jail at what is now 2300 Congress Street. His first attempt was so poorly constructed that the mud brick and straw facility melted in the first heavy rain. Another $2,000 was put into the project, but the rebuilt jail was no better than the first.
