It was the third attempt of the Virginia Company of London to establish a permanent trade center in the Americas following the failures of the Roanoke Colony (1587-1590) and the Popham Colony of 1607-1608.

The Colony of Virginia was a British colonial settlement in North America between 1606 and 1776. The first effort to create an English settlement in the area was chartered in 1584 and established in 1585; the resulting Roanoke Colony lasted for three attempts totaling six years. In 1590, the colony was abandoned.
Some of the forces from Jamestown and the crew of Virginia relocated to Drewry's Bluff, a fortified and strategic position high above the river about 8 miles (13 km) below Richmond. There they successfully blocked the Union Navy from reaching the Confederate capital.

Between 1614 and 1618 or so, potential colonists were much more attracted to the West Indies and Bermuda than they were Virginia. By 1618, the Virginia Company was forced to change course again. The Company had not solved the problem of profitability, nor that of settlers' morale.
