Based on the new rules for mob spawning the mob platform has to be 24 blocks away from the player, the mobs should fall 22 blocks. My current plan is to build the base platform 128 blocks above the ocean, away from land.

Yes, a mob farm built at bedrock with all blocks above it removed is the fastest, so long as you light up all the caves around it or just remove the whole area. That's a main reason to make perimeters.
