If you are an international student who wants opportunities outside of Asia, you are probably better off going to a good school in your own country, even if KAIST is actually better. There are certainly exceptions to this rule, but without knowing someone, I would always suggest it.
While KAIST is a good school, it doesn’t have the worldwide recognition of some of the schools you mentioned (UCLA, Johns Hopkins in particular are well-known amongst Koreans as well). You’ll also be at a disadvantage due to your Korean.
