PROOF OF TREASON: 1. Testimony of at least two witnesses to the same overt act; or 2. Confession of accused in open court. Treason can only be committed in times of WAR. “WAR” here means against other countries in which the Philippines is involved. It does not refer to domestic war (i., vs. the CPP-NPA).
