I've always found a few in the large northern warehouse. There are a lot of crates to look through and you'll need to smash/move some of them to be able to search them all, but it's never failed to give me plenty of tools (other than the elusive sledgehammer) and often an antique stove as a bonus.
It's also less likely to be looted so I usually get my first axe and sledgehammer from here. There are crates in the two warehouses and the two lumber mills. The best location for axes is the West Point hardware store but it tends to be heavily looted and it doesn't spawn sledgehammers.
If you don't find one there, head southwest and you will find a small trailer park and relatively few zombies. Then go northwest one block and you will find two warehouses. You'll get a fire axe in one of those for sure.

Jan 11, 2021 · There is a Lumber Mill to the north west of the Muldraugh map. (If you have a map of Muldraugh look for the large area to the North West of town, if not click the link Lumber Mill above.) You have a better chance of finding an axe while looking in storage rooms of houses and inside sheds and garages.
An isolated house with only 1 way in and out, making it popular stronghold among players because its resource efficent and zombie safe (ish) while being close to the main part of the map.

Hand axes you’ll find occasionally in zeds as the world gets older, higher chances if you go to populated areas. Warehouses are another popular spot to check for them. Another possible option is making stone axes. You’ll need a branch, a chipped stone and a piece of rag.
