It is a parable that uses an extremely minimal, stage-like set to tell the story of Grace Mulligan (Kidman), a woman hiding from mobsters, who arrives in the small mountain town of Dogville, Colorado, and is provided refuge in return for physical labor.
One interpretation I can think is that, since Dogville is a small town, the fact that it has no walls is a way to represent how in small towns everyone knows one another, and what they do. So it shows how they are all complicit in what happens to Grace, and their hypocrisy is highlighted.
