The 1981 Education Act greatly impacted on the transformation of art education for pupils with visual impairment. Prior to this Act all areas of art education, except product-based crafts were excluded, and haptic perception was thought to be an inadequate way of understanding aesthetic and intellectual subjects (Hayhoe, 2005).
