It is argued that these aspects are principally created by the predominant bureaucratic system, which impedes research, creates antagonism, and drives the potentially creative researcher away from originality and discovery, and from the unique satisfaction and benefit that these bring.
Jan 1, 2016 · We show that public learning can generate more experimentation and higher welfare when uncertainty about the feasibility of a breakthrough is large; breakthroughs are rare even when they are feasible; and experiments produce results infrequently. Our results shed light on recent criticism of the science system.

Using evidence from the history of agriculture in Southeast Asia, this chapter attempts to say something about the conditions required for effective management of natural resources. Effective management, as understood here, means management for sustainability.
