After completing the Transmission main story mission in Cyberpunk 2077 - or starting the Cyberpunk 2077 Phantom Liberty expansion from scratch from the main menu - you’ll receive a call from someone named So Mi, or Songbird. They’ll ask you to meet them at the entrance to Dogtown, which is where you’ll begin the journey through Cyberpunk’s thrilling Phantom Liberty expansion.

Once you’ve hung up on Songbird, the new quest to begin Phantom Liberty will be marked on your map, titled Dog Eat Dog. By opening up your map, you’ll notice that the quest is located in the southern section of it in Pacifica.

Make your way down there however you see fit. If you’re starting up the expansion with a brand-new character rather than continuing on from an old one, you’ll start up with a cutscene of V reading a book and getting a call from Songbird, which automatically places you fairly close to the entrance to Dogtown.

When you reach the entrance, you’ll need to find a new way into the district as the entry point will be blocked off. If you turn to the right, you’ll be introduced to Songbird who will give you a brief explanation of what’s going on before telling you you’ll have to sneak your way around this entry point to access Dogtown.

She’ll tell you about a back way into Dogtown through a courtyard with a few enemies in it. It doesn’t matter if you sneak through this area or go loud since you just have to reach a garage gate that’s on the other side.

Once through, Songbird will guide you through the garage and explain to you that the president of the NUSA is in danger. The plane that they’re on is coming down, and she wants your help in finding them once it lands in Dogtown.

You’ll enter Dogtown shortly after coming out of the garage and Songbird will guide you from there up to a rooftop. From there, you’ll be able to see the plane. Unfortunately, though, it's shot down. As you watch the plane crash into the streets, the Phantom Liberty title screen will appear.
