There are a number of sources which helpfully map out aspects of the history of diversion in youth justice (Mays, 1965; Shore, 1999; Smith, 2018), and these tend to suggest a process of progressive recognition, formalisation and incorporation within the criminal justice sys-tem.
This chapter reviews the emergence and development of youth diversion and addresses the question of how we define and measure its achievements. Recurrent features of diversion are identified, such as the tension between minimum intervention and a preventive program–based approach.
