Also try just reading only the chapters from a single character and see if that shakes something loose for you.

Cersei decides to defer payments to the Faith and the Iron Bank of Braavos until the conclusion of the war to pay for the fleet. Pycelle tries to make the queen reconsider, as the Iron Bank is ruthless about collecting its debts, but she will not listen.
I think maybe to some extent, the Cersei chapters reveal how the Mad King came to be such a nutcase. Like, what happens when a stupid narcissist is given a huge amount of power and has dozens of people constantly telling them contradictory information, spreading lies, rumors etc.
