As for Frodo and Bilbo, we don't really know what happened to them once they had crossed the sea. Only that Sam would follow them after Rosie Cotton's death. Aragorn ruled Gondor for about a hundred years before he died. Arwen then died out of grief.
It's a weird middle ground, but the most logical conclusion would be that Saruman ends up as a diminished spirit like Sauron; he didn't deserve what happened to Gandalf after he died. Reply reply
