The first time he was held captive there against his will, but now he truly belongs there as a fallen angel that did horrible things for his own selfish ends.

Inarius is gone and his "essence" will return to heaven and eventually be used to form a totally new angel of equivalent power. Unless they pull some new retcon out to force a storyline. Tyrael got that treatment as he was the only angel to be directly reincarnated as himself after death.

Mephisto tortured Inarius by ripping his wings and tearing into his once angelic skin, which became tainted as his body continued to be mutilated. What happens to Inarius after that will hopefully be explored in Diablo 4 as he reemerges based on the game's Cinematic Trailer.
