We know other Borg beside S3's ship survived Janeways neurolytic pathogen. We see them in Prodigy's Let Sleeping Borg Lie, set between the two events, where they are suffering the effects of the virus at the beginning but seem to have recovered from it by the end.
I'm more interested to find out who the other voice is at the end of the episode - one voice is clearly labelled "Borg Queen" on Paramount+ UK, whilst the other - male - voice isn't labelled. Unless it's Jack's internal monologue.
