This is a good question. My wife and I are still using our Pixel 3a and 3a XL with free unlimited storage saver, but when they get replaced. I'm guessing we'll just pay Google Photos (Google One). I DO also back up our photos and videos to 2 hard drives, just as additional backup.
May 24, 2021 · On Tuesday, June 1, we’ll start rolling out this change so that any new photos and videos you back up will count toward the free 15GB of storage that comes with every Google Account or the additional storage you’ve purchased as a Google One member.

Nov 11, 2020 · Any photos or videos you’ve uploaded in High quality before June 1, 2021 will not count toward your 15GB of free storage. This means that photos and videos backed up before June 1, 2021 will still be considered free and exempt from the storage limit.
