2 Kings 3:16-19. The Message. 16-19 He then said, “God’s word: Dig ditches all over this valley. Here’s what will happen—you won’t hear the wind, you won’t see the rain, but this valley is going to fill up with water and your army and your animals will drink their fill.
The prophet did not tell the kings that they were to procure the water — that, as we have already said, was out of their power — but he did say, "Make this valley full of ditches," that when the water came there might be reservoirs to contain it.
