Turns out that was not United but an unscrupulous travel agency who paid to be well-ranked in search results. The agent who answered pretended to be a United agent.
They will make a reservation with United over the phone with you, which leaves them with your CC details, First+Last name, DOB, and United confirmation numbers - everything needed to maliciously alter your reservation in perpetuity if you don’t pay their charge for “taxes+fees” … essentially a ransom.
