Franklin County Sheriff’s Department Sgt. Phillip Ray said he observed bruising on Moore’s leg consistent with being hit with a motorized wheelchair.

According to an arrest citation, Shane Ragland, 50, was arrested at 10:45 p.m. on Tuesday in Frankfort. He was charged with fourth-degree assault and third-degree terroristic threatening.
