The casting is spot on, the side characters are all entertaining (even the cops delivering the money), it's hilarious with Jerry Stiller and the interplay between the mayor, vice mayor & other officials. David Shire's score is fantastic. It's one of those quintessential New York films, that also has a killer ending.
