Corrupt law enforcement figures, particularly sheriffs, are a staple of the traditional westerns and modern thrillers (e.g., Unforgiven, Rambo: First Blood, Young Guns, just to name a few).    Netflix have largely been quite good over the last few years at spotting a low budget, small town crime film. The Stand at Paxton County isn't the best of them but it's pretty decent. A couple of reviewers have criticised it for feeling like a Lifetime movie, and I can sort of see that criticism.
