After some fairly thorough testing, the biome dominance for happiness is Corruption/Crimson > Mushroom > Hallowed > Jungle > Snow > Desert > Underground > Ocean > Forest What is the max happiness bonus? 25% for NPCs who love some and 20% for NPCs without love for another.
If you are clever you can control biome positions and fulfill multiple NPC happiness requirements just by standing slightly to the left or right. - Biomes also overwrite each other with a certain priority: Dungeon > Corruption > Crimson > Mushroom > Hallow > Jungle > Snow > Ocean > Desert > Underground > Forest.
