For best practice, downward strumming should occur for all notes that land where one of the 4 quarter notes would be in a measure. For example, you would only strum downward for a measure of 4 quarter notes, two half notes, or one whole note.
That means you’d be strumming in sixteenth notes when you take the upstrokes into account, like this: Of course, more likely than not, you’re not going to be overly challenged by a rhythm that is either straight eighth notes or straight sixteenth notes.
Strumming up or down, and "playing all the notes in the chord at the same time," are functionally the same thing with guitar most of the time. If a chord is indicated as a chord, its notes are intended to be played simultaneously.
When strumming downstokes you should aim to strum all of the strings that the chord requires (4, 5 or 6 strings). When strumming upstrokes you only need to strum the first 2 or 3 strings. (The thinnest strings.) If you strum upstrokes the same way you strum downstrokes your playing will sound very severe and robotic.
