Trooper James Saunders died on October 7, 1999, at the age of 31, from gunshot wounds while conducting a traffic stop in Pasco. At the time of his death, Trooper Saunders had served eight-and-a-half years with the Washington State Patrol. Trooper Steven Frink died on March 22, 1993, at the age of 39.

May 1, 2006 · The Memorial began as a dream when a number of surviving families of line of duty death and law enforcement officers traveled to Washington, D.C. in 1995 to visit the National Law Enforcement Officers Memorial. At the time, over 35 states had law enforcement memorials honoring officers who made the ultimate sacrifice. Washington State did not.
