History of Saint Petersburg. The city of Saint Petersburg was founded by Tsar Peter the Great on 27 May 1703. It became the capital of the Russian Empire and remained as such for more than two hundred years (1712–1728, 1732–1918). Saint Petersburg ceased being the capital in 1918 after the October Coup.
The city recovered later in the 1930s with the help of the Public Works Administration, including a $10 million investment plan in 1939 which helped build the St. Petersburg City Hall. The second World War brought renewed growth, as the city's Bayboro Harbor became a training base for the U.S. Coast Guard [26] and the Army Air Force chose the city as their technical service training station.
